Organised by EIB Group Office in Romania together with Habitat for Humanity Romania
Date and time: 8 October 2026, at 09:00
Venue: EIB Group Office in Romania, 31 Vasile Lascăr Street, 4th floor, Bucharest
Language: English
This EU Breakfast in Romania will bring together European and Romanian stakeholders to discuss the country’s housing needs, current challenges and opportunities for developing social and affordable housing solutions. Habitat for Humanity Romania will provide a perspective from the ground, including lessons from its Social Rental Agency initiative, while the EIB will share experience from successful housing models across Europe and outline its potential financing and advisory offer.
The discussion will focus on what Romania can learn from European experience and, importantly, what conditions would need to be created to develop a strong project pipeline and market appetite for social and affordable housing investment.
The objective is to connect Romania’s housing needs with the growing European housing investment agenda and identify the partnerships, policy conditions, project structures and financing solutions needed to move from dialogue towards a potential Romanian housing pipeline.
Housing affordability has become a major priority across Europe, with the European Commission’s European Affordable Housing Plan and forthcoming Affordable Housing Act setting a new framework for increasing the supply of social and affordable housing and mobilising investment. Against this backdrop, the EIB Group is significantly scaling up its housing activities. Between 2021 and 2025, the EIB Group provided €18.4 billion in financing for affordable and sustainable housing, supporting 84,000 newly built homes, 580,000 renovated homes and 664,000 households with better housing. In 2025 alone, housing financing in innovation, renovation and new construction reached a record €5 billion, with the Group targeting €6 billion in 2026 and aiming to help deliver one million homes across Europe by 2030.
